As the latest gazette of Shenzhen Government reveals, the Shenzhen Government recently released an implementation plan about building an IPR operation service system to propose the IPR credit incentive and joint punishment system, which includes the information about IPR infringement cases into the social credit supervision system.

　　In the 2018-2020 Implementation Plan of Shenzhen on IPR Operation Service System, it is proposed that Shenzhen will introduce the “strictest IPR protection”, one priority work of which is to build a social credit system in the IPR field.

　　Regarding the establishment of IPR social credit system, Shenzhen will roll out the IPR-related credit incentive and joint punishment system, include the IPR infringement case information into the social credit supervision system, disclose the information about IPR-related administrative law enforcement and the typical cases about IPR infringement according to the laws to enhance credit keeping incentive, uphold the creditable models, improve the credit-losing punishment list and increase the punishment over credit losing.

　　A series of targets about IPR operation service system building are also proposed in the implementation plan: from 2018 to 2020, Shenzhen will develop a reasonable layout of over 30 large-scale and high-value patent portfolios in the emerging industrial field, which will play a supporting and guarantee role in industrial development and international competitiveness. The IP pledge financing and transaction volume will grow at an annual rate of over 25% and every 10,000 people will own over 92 valid invention patents and the PCT international patent applications will reach 22,000.
